At CIJ, we are driven by a powerful belief: that laws are not only the foundation of a just and equitable society, but also a vital accelerator for prosperity. Our theory of change centres on the immense potential for laws and legal frameworks to improve governance, steer economies towards sustainable growth, and shape societies.
In the 2023 Chandler Good Government Index (CGGI), the most comprehensive annual ranking of the institutional capabilities and outcomes of governments, the countries that scored the highest on "Robust Policies and Laws" also scored highest on "Helping People Rise", which takes into account indicators of prosperity such as health, education, personal safety and social mobility.
Africa, a continent abundant in cultural richness and natural resources, is poised for unprecedented growth. Yet, it faces challenges deeply rooted in its complex history, which have influenced its socio-economic and political spheres. The legal frameworks in many African nations, some established in times long past, have not always kept pace with the evolving needs of its diverse populations. These outdated laws have occasionally impeded equitable development and inadvertently created opportunities for inefficiencies and corruption to emerge.
CIJ recognises that the way forward for Africa does not lie in the shadows of its past but in the light of its future. CIJ is committed to partnering with African leaders, law makers and legislative bodies on bespoke law reform projects. By working directly with policymakers, legal experts, and civil society, CIJ facilitates the creation and implementation of laws tailored to the unique needs and challenges of each nation.
This hands-on approach ensures that reforms are not only theoretically sound but also practically applicable and culturally sensitive, fostering ownership and commitment to the process of change. Our approach to law reform is also informed by a nuanced understanding of Africa's unique cultural tapestry. Through open dialogue, research, and cooperative efforts, we seek to develop laws and legal frameworks that are aligned with each country’s present needs and future aspirations.
CIJ also aims to develop model laws focused on good governance, economic development, and social mobility. Our goal is to provide African nations with the tools to craft legislation that is just, equitable, and conducive to prosperity. These model laws are designed to be best-in-class, offering a roadmap for nations ready to undertake the journey towards improved governance and societal well-being.
